• Userrights config for simcitywiki

Re-adding a few steward rights that were lost while overriding CU and OS groups

Grant all 2FA-related rights to stewards, just in case

Create banned group to remove read access from a registered user

• remove orphaned "user" permission

the logged in user only protection level that defines this right has been removed

• Update LocalSettings.php

• re-add a permission per Voidwalker

• drop restricted OATHAuth rights for now

disputed as to whether or not they are necessary and holding up this PR. Will likely revisit at a later time
