Recreate wikis on db141 from scratch at users' request

Description

Users may post a comment to this task in order to request a wiki on db141 to be recreated from scratch. This means only images will remain in tact. Unofficial backups may potentially be found on archive.org if you wish, or we have year old backups at best, unfortunately.

At this time, we are only doing this if the requestor of this action was the initial requester of the wiki as well. Other wiki bureaucrats would be unable to, as we have no way to verify them. We are doing like this so that no other random user can claim a wiki.

If you wish to have an XML imported into your wiki, please use Special:RequestImportDump after the wiki is recreated.

Any self-generated DataDump backups we have on our servers may also be imported. This means backups you personally manually generated with Special:DataDump when that was still active, still exists on our servers, and may be imported.

A single Phabricator task is created for this so that we do not have a bunch of Phabricator tasks popping up for requesting this due to the scope and size of this issue.

For private wikis, unless the data recovery from the damaged drives is successful, there is no route to recovery of lost pages.

Because the disks containing db141 have had their data successfully recovered and because the new db141 is now down, I am boldly marking this task as resolved as we now await the next steps to begin restoring all wikis from the disks.
