Handle forced subdomain->custom domain redirects directly in certs.yaml

Description

This is very niche and not a priority but instead of having these kind of redirects it would be simpler in my view if we could just have a 'forceredirectfrom' or something like that option in certs.yaml where the Miraheze subdomain can be entered and then it would have the same effect as the redirects do

The only thing is that sometimes we are redirecting from a different domain, which would need a different cert, and so we would need a way to define that as well.

That's true, this would only be specific to "force redirects" between mh wikis and custom domains.
