Description

I am BC of Tanukipedia.

In my wiki, all users, except the sypop, cannot edit any page.
The cascading protection seems to be malfunctioning.

Before Miraheze upgraded to MediaWiki 1.39, this problem did not occur.

Please fix this bug.
