Tooltip is an unmaintained extension and therefore I'm not sure we can install it, although there's an alternative Simple tooltip extension which is currently maintained by Universal Omega and he can probably install that. Check it out: https://m.mediawiki.org/wiki/Extension:SimpleTooltip_(Universal-Omega)
