Upgrade Icinga to Icinga 2.6.3

Description

Not something urgent to do, Icinga is already fine as it is but I just realized that we're really behind with Icinga and that we've never updated since Miraheze was started. We're on 1.13.3 and stable version is Icinga 2.6.3. So if this can be done, it probably should.

Configuration changes completely and migration docs suggest a complete rewrite. Our puppet set up won't work and I'm not sure how puppet resource types will work with icinga 2.

Whoever takes on this task will have a lot to do as they'd be starting completely from scratch with a critical part of the infra which is written into every manifest we have.

Icinga 1 is still maintained security wise and I don't foresee a reason to change until icinga 1 support is dropp

WMF still runs Icinga 1.x, which shows that it is very unrealistic that we can get 2.x so therefore closing this as declined for the time being.

Funny enough it seems like the WMF is upgrading to icinga 2. Well, anyway, I think we can still leave this task closed for now.
