Description

Please change the user group settings on zhdel.miraheze.org:

Remove auto-confirmed user group
Disable edit, upload, writeapi, createpage and move right for "User". (Only allow them to leave messages on talk pages.)
Allow confirmed users to edit, move and upload.
Groups like sysop and bot should be automatically be allowed to do what confirmed users are allowed to do.

Then just prevent "User" from creating pages and moving. And do not change anything for confirmed users.

Confirmed users are able to edit but they cannot create pages. Pls allow them to create pages.
