Php7.2 is faster then php7.1 and php7.0.

php7.2 needs to be tested with mw on test1 before deploying it to mw*.

Installed this on test1. Just need to try it out with REL1_30 and then will be able to roll out otherwise will have to wait for mediawiki 1.31 which is the first release to support php 7.2

@Paladox Why would HideUser and/or UserMerge not be enough?
