Update ManageWiki UI

Description

This update should include the following

  • ManageWiki should become a landing page which links to settings, extensions (skins) etc. Whilst moving settings to ManageWikiSettings.
  • We should then update ManageWikiSettings to use grouping (Editing, viewing, administrative etc.)
  • For ManageWikiExtensions we should do grouping the same as we do for settings.

These are just my ideas any ways.

Skins and exts are fundamentally mixed. Skins are also kind of extensions, so bin the skins page.
