I'm not sure how this works because after deleting and recreating my wiki the page is no longer accessible ("ManageWiki Permissions Management is disabled on this wiki.") and I can't find any extension related to permissions.

@Wedhro it was never enabled on your original wiki either, except for a brief period of just under 24 hours. It was deployed by @John, but then subsequently reverted twice due to server and database issues caused by the deployment. See T3571
