Despite having admin and bureaucrat rights (meaning I should be able to edit this by default), I cannot add or modify any forums.

Apparently, there is a user rights issue involved here I cannot resolve and request assistance from Miraheze Staff.

hi, i think we fixed this in https://github.com/miraheze/mw-config/commit/4d0c2a569cac3735bc88cb2d242a58963e40f58d please could you try again and report back?

You can grant which ever group you want those rights in https://crappygames.miraheze.org/wiki/Special:ManageWikiPermissions
