Unfortunately according to @John this configuration variable is not possible to set with Miraheze’s setup.

No, we don’t use it. No extension we have uses it.

It’s not an extension variable. It’s a configuration variable to change where the Table of Contents is displayed. That being said, it’s not documented on MediaWiki.org, at least not under the name supplied by the author.

It’s added by an extension called Bootstrap.

Hello, thanks for the info and your work.
Not a big issue, we can live without the TOC being in the sidebar. :)
Btw, I've found the configuration variable on the issue tracker page of the same extension (Bootstrap) here. It's a recommendation in the comments.
