I do not care what their IDs are.

This can be done through Special:ManageWikiNamespaces

Yes, I know. Sorry, but the limitation is on my side.

I tried to create using Special:ManageWikiNamespaces but nothing happens after I press the "Submit" buttom.

I read the blog post (https://phabricator.miraheze.org/phame/post/view/7/managewikinamespaces_collating_pages_more_easily/) and tried to do the same but still have any success.

I was hoping that someone here could give me some light.

Did you name the talk namespace? This doesn't happen automatically, and will disallow you from submitting the form.
