Description

Spotted in T3964. Module: Module:Citation/CS1/styles.css is by default a lua file (as expected), but when I want change the content model to CSS it complains about the external resources from upload.wikimedia.org, because the URLs like "//upload.wikimedia.org/wikipedia/commons/thumb/6/65/Lock-green.svg/9px-Lock-green.svg.png" don't match the regex "<^https://upload\\.wikimedia\\.org/wikipedia/commons/>" (confirmed by https://www.phpliveregex.com/).

That default regex looks plain wrong, needs someone to look at it.
