@Eduaddad you can enable it in Special:ManageWikiExtensions but it seems to conflict with Flow. It may be necessary to disable Flow to make it work properly or make some customization (Flow is disabled on user pages). What do you want to do?

Per @Ucronistaw you can do this through MW, you can either have "Flow" enabled or "NewUserMessage" but not both at the same time as they conflict.
