Sounds like that there was a technical glitch and the initial wiki requestor wasn't given admin and bureaucrat rights for some reason.

John edited projects, added ManageWiki; removed MediaWiki.

Done some investigating, it's an cache order issue - ManageWiki does it's magic after we first trigger ManageWiki's caching.

So on the server the wiki is made on, an empty cache is made which means account creation and rights addition fail.

Issue is now fixed, rights will appear shortly

Thank you for you help.
I have now the rights but i can't change any of the settings and editing pages is not always possible.
