Implement a locking feature for wiki management

Description

This is mostly for the case of copyright vios etc. where a Steward or Sysadmin takes an action which shouldn't be reversible without confirming the necessary steps have been taken.

This should be a $globalWiki feature meaning it must be logged on the global wiki. Probably can be handled similar to wiki deletion.

Don't we already do this, when there is copyvio content or other CP violations, we make the wiki private and/or close it until the issues are resolved?

This is about making those changes irreversible by anyone except those with managewiki-restricted.
