Issue Description

While editing permissions, I navigated to Special:ManageWiki/permissions/Bureaucrat, made a change to the group and lost access to ManageWiki after.

I'm guessing the fact I changed Special:ManageWiki/permissions/Bureaucrat instead of Special:ManageWiki/permissions/bureaucrat might have been the probable cause since the default Bureaucrats user group no longer shows on the user group list. I didn't give any attention to it before I submitted the changes though since both /Bureaucrat and /bureaucrat show the same set of permissions from ManageWiki.

If I could get the group mix up fixed to restore access to ManageWiki on the Wiki, that would be greatly appreciated. Thank you for your help in advance!
