Add ManageWiki sidebar links for users without 'managewiki' right

Description

The current sidebar links only show for users with the 'managewiki' right. We should have some for users without this right to ease navigation and increase transparency.

This is currently set by https://github.com/miraheze/ManageWiki/blob/master/includes/ManageWikiHooks.php#L370 and the wording comes from https://github.com/miraheze/ManageWiki/blob/master/i18n/en.json#L108-L112

@John requested the wording was changed first to show 'view ...' instead of 'manage....'
