Allow user to backup ManageWiki state

Description

ManageWiki is great, but there are so many settings... so many that the risk of losing them is great.
Yes, they are backed up by staff, but the user himself also needs a way to back them up, to have some kind of record of what he set them to, no matter if via an API or XML etc. dump, whatever.

I would like to +1 this. Not sure if it would ever actually happen, but it would certainly be convenient.

No tasks theoretically block other tasks. Good process order is moving the tables around first is natural.

Though in the other hand, this is probably a good thing in general to implement within DataDump, extracting database or other function information and exporting it. So now I’ll argue it’s blocked on DataDump than ManageWiki.

Except I looked on https://radioscanningtw.miraheze.org/wiki/%E7%89%B9%E6%AE%8A:ManageWiki/core and didn't see any backup setting.

So maybe it is implemented in some secret place?
