We already have https://meta.miraheze.org/wiki/MediaWiki:CreateWiki-blacklist for inappropriate descriptions, so rather than having to create empty databases it would probably be better if we could have something similar for requests that include titles that are not technically possible (i.e. wwwwiki, cloud1wiki, mirahezewiki, etc.)
