Describe the position of Site Reliability Engineering and how people are located within the structure

Description

So far, multiple times discussions were brought up where people wondered how the mediawiki-admins team compares to the Site Reliability Engineering team. That must be documented in a better way. Besides that, I could also see confusion how the 'Technical Team' compares to Site Reliability Engineering, which must be cleared up as well.

Possible Simple Solution: Clarify Technical Team includes Site Reliability Engineering and MediaWiki Administrators. Note that there are voting (SRE) and non-voting (MediaWiki administrators) Technical Team members. References to Site Reliability Engineering mean Site Reliability Engineering only. Update any incorrect references where only SRE should be used or, conversely, where Technical Term more broadly should be used
