How to alter site line spacing, e.g. between paragraphs or bullet list items? Common.css not having effect

I would like to alter styling aspects particularly for line spacing between paragraphs and bullet / numbered list items.
Presently, there is little difference between how soft and hard line breaks (i.e. after paragraphs) appear, and it makes page hard to read on my wiki

I have tried the approach discussed in documentation, and which I've used on previous MediaWiki sites:

So, for example, I've added this CSS line:

 /* Tim attempts to add more space between paragraphs */
p {margin-bottom: 1em;}

However, it does not seem to have any effect.
I've done hard refreshes / cache clears in my browser, e.g. on Google Chrome: Ctrl-Shift-R (⌘-Shift-R on a Mac).
I've tried it with different browsers not used recently, and on mobile.
I've tried after 1 hour. Still no effect.

Is there something I should be doing differently to get CSS styling changes to take effect? Or, any other explanation/fix come to mind?
