Prevent submission of duplicate wiki requests by the same user

As title states. There should be something in the software that will prevent a user from submitting a wiki request identical to one that they have already submitted that is still marked as "in review". I've seen this happen several times as of lately, where the same user will make two different requests for the same sitename and subdomain, sometimes even with the exact same comments. In some cases the two (or occasionally more) requests were made immediately after one another, which might suggest a technical glitch on the user's end, but other times the requests were made hours or days apart when their original request has not been officially approved or declined, which may suggest that the user is confused and/or impatient. We should also make sure that Special:RequestWikiEdit is obvious to requesters so that they know that they can edit their request without submitting a new one.
