I think that a disciplinary measure higher than a full and hard block could be imposed, which is local locks, just like global locks, this prevents users from signing in on a specific wiki.

What would be the point of that?

For those that spam in MWchat and talk page abuse. Also for those who do disruptive editing not just in vandalism, but in a more serious manner such as exposure of PII.

Block disables login exists. We're not going to enable it as accounts and login sessions are global. You could however have a userright that when added revokes read.
