That looks like you've blocked in the wrong namespace?
A block not working is a security issue. It's allows a user to perform an action they shouldn't have the access to do.
From what I can see, the block doesn't exist as claimed though unless I'm missing something though.
This is not a security issue, it’s a functionality issue. This is not a security issue with our platform at all, and therefore should not be treated in a closed manner such as a security issue.
I cannot reproduce, also looking at the block https://allthetropes.org/wiki/Special:Block/Kuma you blocked the wrong namespace.
It should be Trope Workshop & talk not All The Tropes.
