Extension Requested: Extension:DeleteUserPages

Rationale/Reason: This looks like a very simple extension, is stable, and is maintained by Skizzerz, a bureaucrat and sysop on MediaWiki.org wiki. Skizzers' already has one or more extensions enabled on Miraheze. Basically, it allows local wiki bureaucrats (or consuls, in the case of TestWiki) to allow non-administrators to delete either (a) their own user page and/or (b) their own user talk page, subject to local conditions set by local bureaucrats. This could be very useful, particularly on Meta, for users wanting to delete their local user page in favour of their global user pages. That will likely require a brief community discussion on Meta, which I'll add to my ever-growing list that I should have compiled by tomorrow (for real this time, @Reception123 :P)

Longer term, I could potentially see a longer community discussion to have this enabled by default on all new wikis as a default extension
