Please set both of these parameters to true.
Alternatively, adding them to ManageWiki would work just as well.

To elaborate on my previous comment and because since then they have been moved from your wiki specifically in LocalSettings.php to Special:ManageWiki/settings: I have added these configs to Special:ManageWiki/settings, Recent Changes tab. You can now enable it from there.
