Description

Issue description: With the recent, helpful UI improvements in CreateWiki and RequestWiki, declines are now tracked in the Farmer log, and users/wiki creators are now properly notified of updates to requests. When a comment is added when approving a wiki request, the Farmer log entry still links to the wiki request (as it should). When declining, though, the entire decline reason is inserted into the Farmer log, which is undesirable.

What I propose: Instead of including the full decline reason the Farmer log entry for the requestdecline, why not just link to the request as if the request were approved? Something like Declined or Link to request should do nicely. The decline reason would still be added to the comments in RequestWiki; this would just be about de-cluttering the log.
