Remove blank userrights from commonswiki

Description

There were duplicate groups on commons wiki, (interface-admin and Imterface-admin) I removed all the permissions from Imterface-admin yet the group still exists. Looking at https://commons.miraheze.org/wiki/Special:ListGroupRights I see that most groups including Imterface-admin have a blank user right, so this just needs a sysadmin to go in and fix it DB side.
