Delete large Phabricator files

Description

phab1 doesn't have that much space, only 5.5GB left and much of that space is used by /srv/phab/images

There's many old XML dumps and zip files that users uploaded for us to import that are no longer needed, and they should be deleted to save space.

I'll look into this soon though the only viable options seem to be by using CLI and the destroy function, or by changing the "ownership" of a file via SQL and then deleting it with the GUI.

Paladox has said I should go for the CLI method so that's how I'll proceed.

deleted some files and got from 3.4GB->5.2GB, however two recent import requests have taken another ~2GB from us, so once we figure that out I'll be asking the user to delete, and in the future I think it would be a good idea for us to do so when the dumps are big.

Should be done after T6626 is completed and the files there are deleted.

8.2GB is available so I think this can be closed now. Please remember to ask users to delete large dumps after being done with them :)
