Description

We want to use a considerable amount of text from a source that is licenced under the CC-BY-SA 3.0 licence. According to both the Wikimedia Foundation and CC itself, you cannot "upgrade" 3.0 text to 4.0 - the unchanged bits remain licenced as 3.0: https://wiki.creativecommons.org/wiki/4.0_upgrade_guidelines
This is not really easy to keep track of, so to avoid any problems regarding licencing or attribution, we just want to use the CC-BY-SA 3.0 licence for our wiki. We haven't yet added any content, so there is no conflict there.

Hello, in order to do this, you mist have on-wiki approval from every contributor on your wiki.

As I mentioned in my opening post, we haven't yet added any content, so there are no contributors yet. It literally only contains the default text that Miraheze puts on any new wiki.

In order to comply fully with the rules, there is one very minor contribution that will have to be released. I know this user and will ask him to do so, after which I will change the license.
