Add API Modules for Generating and Deleting Dumps

Description

As proposed in T6699, API modules for generating and deleting dumps will help automating the task of backing up wiki content regularly. There should be two separate modules for generating and deleting (since generating two dumps of the same kind is disallowed) dumps.

https://github.com/miraheze/DataDump/pull/32 I've done the delete API, will do generate one also if @R4356th doesn't get to it soon (per discussion on Discord)
