Actually, even without the wikibase local media, images on Wikimedia commons will or can still be available if you Allowed the usaged of Wikimedia Commons files on your wiki, in your Special:ManageWiki/settings.

No, no and no. There is content that would be impossible to upload to Wikimedia Commons. My repository of images is located at commons.miraheze.org ranging from Public Domain to BY NC ND.

commons.miraheze.org is the general repositof images for all miraheze projects and if there is an image you want to use on your wiki that is not on Wikimedia commons nor Miraheze commons the your could upload to miraheze commons as long as it a free image as all images upload to commons must be under a free license

But if on the latter, the image you want isn't a free one, you could simply upload it to your local wiki, possibly stating he license at the description of the image.

In the future, please ask questions like this on Community Noticeboard or Discord or IRC. To answer your question, yes, WikibaseLocalMedia will allow using files uploaded to MH Commons. See this diff for example. The only problem I noticed is that you do not get autocomplete.

I think per @R4356th above this is probably invalid status type since it would be asked on CN usually.
