Created in https://meta.miraheze.org/wiki/Special:RequestWikiQueue/19358, redis was apparently down during this time. Should be repaired. (Needs user attached among other things, might be easiest to recreate wiki).

Probably not easier to recreate as that needs: 1) ManageWiki deletion 2) regular deletion 3) DB dropping and then recreation.

As it was caused by technical issue and it required attaching accounts beforehand I've exceptionally granted the administrator and bureaucrat rights as sysadmin for both wikis.
