There is no Module:NavboxBuilder on Wikipedia so I'm not sure which one from there you want?

Modules is not something that needs to be done by System Administrators, you can do this yourself. You can use Special:Export to import the module (from https://dev.fandom.com/wiki/Module:NavboxBuilder for example) and then Special:Import on your Miraheze wiki.
