IRC feeds improperly handle partial blocks

Description

Currently the IRC feeds display partial blocks as if they were a sitewide block. Example:

On wiki: Arcversin (talk | contribs | global | block) blocked Example (talk | contribs | global) from editing the page User:Example with an expiration time of indefinite (autoblock disabled) ‎(Test block: irc feed test)
In IRC: testwiki * [[Special:Log/block]] block * Arcversin * blocked [[User:Example]] with an expiration time of indefinite (autoblock disabled): Test block: irc feed test

I'm not sure if this is magic or Upstream but Partial Blocks has no active code owner, neither massively does the irc feed and we don't do event streams.

I don't think there is much we can really do about this. I looked into the MirahezeMagic stuff regarding this, and it doesn't seem to be anything we could do to resolve this.
