php-fpm does not restart cleanly post OOM

Description

It died today (twice). When I looked systemd was marked failed and had minutes old logs saying it was killed. A restart should take seconds.

We should ensure this restarts cleanly.

High priority task with no sign of work being done on it. @Reception123 can we get someone assign or this task properly prioritised/closed?

https://meta.miraheze.org/wiki/Phabricator#Task_priorities - states these kinds of tasks should be aimed to be resolved in a few days - last bit of work on this was 2 weeks ago. This needs assigning or correctly prioritising.
