Is it possible to change css file in my wiki's skin?

Description

For my wiki,
https://milgyowiki.miraheze.org/

(1) Is it possible to change Logo of my wiki in Liberty Skin? It is problematic for me because changing logo in Libery skin requires "logo.png" file in the directory,
.../wiki/skins/Liberty/img

and I cannot access to that directory.

(2) Is it possible to change css file in Liberty Skin? In mediawiki 1.36.0, Liberty skin provides TOC with unnecessary borderline, which can be fixed by adding lines in "only-mw.css" file in Liberty skin.

(1) Logo can be changed user Special:ManageWiki/settings in Styles
(2) the TOC can most likely be fixed with css.
