Justification for request: per https://phabricator.miraheze.org/T7984#160992. America is where most of our traffic is and expanding capacity is a must especially as we’re getting rid of cp3.

Per what Paladox said, without cp3 we need a new cache proxy and I would agree that another one in Canada is the best option currently.
