I looked for the option under localization and styling (around $wgScratchBlocks4BlockVersion). I think it will be a good feature to add the option of scratchblocks language

Not something Mediawiki Engineering control. Please raise with the scratch blocks developers.

The documentation says there is a $wgScratchBlocks4Langs variable here

The request is to add a new configuration variable to ManageWiki if I understand correctly.

This is incompatible with ManageWiki at this time. It would need a new language multiselect type which doesn't exist right now.
