Allow Icinga to generate Phabricator tasks for Critical alerts

Description

This would be similar to the WMF's model for creating tasks for RAID alerts. Given we now host hardware, it would be pertinent to us to monitor tasks in this way as well.

Further, for certain critical alerts, this would allow us to track incidents and creation of an incident, and associated follow up/preventative work.

These Icinga-related tasks look to be definite improvements in terms of improving the monitoring flexibility for SRE and technical volunteers.
