Ahah. I saw you asked for that on irc and was like.. wut..
Yeah, that's how we work and probably always will. local user accounts can't be deleted (unless the entire wiki database is being deleted), no wiki can be removed from centralauth, and although technically possible to disable account creation on a wiki, someone can just create an account on any other miraheze wiki and then log into your wiki

Wont be done because if MF is disabled (not loaded) on your wiki, setting a variable for it could cause issues. The entire extension will just be disabled. (Unless you want the extension but just dont want to auto detect mobiles?)
