Implement LocalisationUpdate

Description

Meta says LocalisationUpdate is not installed, and I think it's better installed and configured because it allows fresh translations to be fetched faster without need to wait for next MW release.

This request is not specific to any wiki and I want this to be done on global level.

I made a pull request did it for LocalExtensions first so it can be ran on extloadwiki, but then should I move it to GlobalExtensions.php?

The extension has been added but it has not be implemented.

I can't run the extension update.php so therefore someone else will have to do this
