Description

First of all this is very low priority and something quite long term. While not 'banned' by the Content Policy (since only direct forks are banned) it is probably in everyone's interest that we try to avoid wikis on the same topic as users could just contribute to the existing wiki instead of creating a new one.

This is a big ask and clearly something that won't be easy to achieve. What I have in mind would be that once tags are implemented as well the CreateWiki AI would scan existing wiki descriptions as well as tags and if it was quite certain (threshold TBD) there would be a notice for the wiki creator that would say "A wiki on this topic may already exist: xwiki".

If this is considered to be resource intensive feel free to decline.

edit: this could preferably be done after T8791 so that tags can also be integrated

This can also be related to T9154 and have it already appear on the requestors side, like
"xwiki already exists and might be on the same topic as your wiki. If you think it's not, feel free to submit"

Is there a demand to add new features to this AI? I was under the impression the community had problems with it and it was being phased out, including NotAracham stating that it was a "failed attempt" to make wiki creations automated. There should be consensus to continue developing this, as it's not like this is supposed to be an ongoing thing--I personally have major objections to this AI existing at all, and I don't think I'm the only one, so there definitely at the very least should be consensus to continue working on it

This wouldn't really be the same concept as the AI which is supposed to approve wikis. This would just check if there's a wiki with the same topic and alert wiki creators, it wouldn't create or decline. As for the general idea for AI, in its current form it is indeed unlikely to work.
