See this wikipedia left menu

I tried a lot but was not able to figure out why my left menu and top logo above it is missing, please help me

Changing priority does nothing by the way, it's just a way for us to organize ourselves.

I think you want to change the sidebar, right? If so, you can edit it at MediaWiki:Sidebar.

General support questions are not in scope for Phabricator hence why I closed it, please do not reopen it.

To edit the menu, you have to edit that page. There is no interactive wizard to edit the sidebar unfortunately. The logo is already in the top left so I'm guessing you want to resize it, right? If so, you can look for a website which resizes images and resize your logo to 135x135 which should shrink it to the size of Wikipedia's logo.
