Fixed by creating https://extload.miraheze.org/wiki/MediaWiki:%E2%A7%BCCustomNavBlocks%E2%A7%BD.
So this never was an issue.

Opening again as this is resurfacing in the logs when trying to use PdfBook (T1838), and is possibly a blocker for using that extension.

As this is now an unused extension and it seems to be nothing more special than MediaWiki:Sidebar, seems like this could just be dropped as an extension.
Further more as far as I am aware this was never reported upstream so this ticket has been useless.
