I cannot reproduce, also looking at the block https://allthetropes.org/wiki/Special:Block/Kuma you blocked the wrong namespace.
You can enable this via Special:ManageWiki/extensions
This is a bug, not a security issue.
01:40, 9 August 2020 Robkelk talk contribs block blocked Kuma talk contribs from editing the namespaces All The Tropes and All The Tropes talk with an expiration time of 1 month (autoblock disabled) (User currentl has 12 Trope workshop pages out of 35 Trope workshop pages total, and despite being told repeatedly to practice better grammar, every edit makes the pages worse. Kuma may not create more Trope workshop pages until the pages Kuma has already created are cleaned up, or for one month, whichever comes first..) (unblock | change block)
If so, that's a security issue
How to do that?
Block disables login exists. We're not going to enable it as accounts and login sessions are global. You could however have a userright that when added revokes read.
Which is why the block function exists. I really don't see how your lock function is different, but either way it's not something Miraheze can do
Also for repeated sockpuppetry and banned users
For those that spam in MWchat and talk page abuse. Also for those who do disruptive editing not just in vandalism, but in a more serious manner such as exposure of PII.
What would be the point of that?
I mean local locks which prevent users from signing in on a specific wiki.
Local blocks are already part of the MediaWiki software.
