You can enable the extension in Special:ManageWiki/extensions. The extension is located under the special pages section.

You can enable it going to Special:ManageWiki/extensions. Generally, most extensions and skins are in ManageWiki, however if they are not, you may request them in Phabricator. :)

I personally would not support such a change. I have cross-wiki notifications on strictly Meta for a reason, I do not wish to have notifications regarding other wikis on any non-meta wiki.
