You can just make a configuration change request on here as you would anything else not currently in ManageWiki, as was indicated above.
It can't, doing so currently requires a configuration change.

"Use" is defined as active editing because, in the vast majority of cases, a wiki without any edits whatsoever is moribund. This is, obviously, not universally applicable, as a wiki can serve as a reference not requiring editing, such as housingwiki, which is what inactivity exemptions are for.
Under Miraheze's Dormancy policy, a wiki that is not being actively edited will be marked as inactive, and eventually closed and subject to adoption.

To elaborate on what happened, a number of pages themselves have the content model of "wikitext", while their revisions have a content model of "Scribunto" (i.e. marked as lua code). This has to be fixed by using the API, which is just now being done with a bot.
